hand brake problems

what you describe is a common problem.   there are a few contributing
factors to be considered before you go purchase anything.
the rods which go from the center pivot out to the wheel cylinder levers
have clevis pins at either end of each rod.  the holes in the rods get
rather worn as do the little round clevis pins.  this can add quite a bit of
unwanted "free play" in the action of applying the hand brake.  i have
replaced all the clevis pins in my car and as for the 2 rear rods wich go
out to the wheel cylinder's levers i welded up the holes and re-drilled them
so the clevis pins were a snug fit again (rather than trying to locate and
buy a set that looked better than what i already had).   the other common
problem is a stretched cable that will no longer adjust anymore(the adjuster
is screwed all the way out already and no more adjustment can be made).
then you need to replace the cable.  if you are rather handy with some shop
equiptment you can remove the end of the cable and shorten the cable and
reattach the end of the cable .....but be forewarned!    if you choose this
repair,  the cable has stretched and  not too far down the road may break ,
leading you back , to completly do this job of removing and installing the
cable all over again.  you did mention you had adjusted trhe rearshoes up
first right?  question?  are they holding their adjustment and not backing
off after the adjustment has been done?  i have seen very worn adjusters
that no longer hold in their adjustment.   the adjustment cams and the
little metal bracket they go into no longer click into the next adjustment
and pop out after a few brake aplications.   this may be a place to check on
your car too before you tear the hand brake cable out of the car (not a
super fun job).
