You can start the 1275 with or without
the cold start mechanism which may be
dependant on the engine's state of tune
and outside air temperature.

Usually I used this for fast idle, only,
until the engine warmed up a bit and
the "choke" was no longer required in this
respect.

I had the 45 on my Vizardized '74 Spridget
which would not start without the cold start mechanism at OAT's below
20F.

Above that temp, a few pumps of the 
pedal to energize the accelerator pump
jets was all that was required; the engine
would fire immediately.
