Reading the Plugs

So far I've put about 100 miles on Bugsy and I pulled
the plugs to see what they looked like. Bugsy smells
like he's running too rich and at times shows black
smoke. I'm not sure how cylinders are numbered but
starting at the back of the engine plugs looked as
follows:

# 1 Nice chocolate brown color, insulator white
# 2 Black plug, insulator uniformly covered black 
# 3 Black Plug, insulator 1/2 brown/ 1/2 black
# 4 Nice chocolate brown color, insulator off white

I'm not sure if the way the carbs are set up front
carb serves front two cylinders. If so why is one plug
looking good and the other looking black. I know you
need to balance the carbs, not sure what that means or
how it is done.

Could I also speculate that valve seals on #2 & #3
aren't quite up to snuff. Haven't done a compression
test on the engine but it starts easy and seems to
pull fairly well.

I do think I've got a little bit of a vacumn leak as
blipping the throttle drops the idle and then it
gradually rises by 3-400 RPM. Disconnecting the vacumn
advance makes idle rise even more so I know that's not
where I've got a vacumn leak.

My engine, a 1098 connects from vacumn advance on the
dizzy to a port on the intake manifold. There is a
vacumn line connection on the front carb that I did
cap off. It appears as if there is a open hole on the
rear carb in the same position as the vacumn line is
on the front carb. Not sure if this is an open vacumn
port that needs to be blocked or not. Can't really see
to get in there or figure out how to get access
without disconnecting lots of stuff. 

This 66 1098 engine was transplanted into Bugsy. I'm
guessing the original carbs off of the '68 engine
might have been used as evidenced by the vacumn hose
connecting directly to the intake manifold.

Engine does seem to idle real fast. About 1500 rpm is
my best guess as tach is not accurate and I need to
recalibrate the tach. Engine has a tendency to diesel
when I turn off. Possibly timing too far advanced?
Doing it by ear so far as I got rid of timing light
and dwell tach many years ago not figuring I'd ever
need these things again.

Any ideas from the list on how to make things better.
Mileage so far is about 20 mpg so again that says to
me car is running too rich.
