You are correct here!

Although the List having "loaner" tools is a good idea in theory, it would
be a very difficult practice.

Thanks to all who responded with "pledges", but until we can work out a
system that will work I'm afraid List owned tools (and other articles) may
be hard to locate when needed.

Several thoughts on this, if you'll allow.
First, if your car has a drum brake front, there is no specific special
tool like for the later cars.
Second, this should be the only time you'll ever need one, on this car, so
purchasing would be a waste.
         There are "specialists" who have the tool, who bought it as an
investment, with the hope of being able to earn some money by having the
tool.
         My company, and others, can offer various forms of the service;
everything from supplying an exchange set, to removing, replacing, and
reaming the bushings in your set with your parts. Those that do this with
some regularity will have developed some special jigs and bushing removers
and installation tools to make the job easier.
         Lending tools can be like lending money to friends.... good in
theory, but can harm a relationship. As to the list buying the tool for
future use... This was discussed for some other item, a video I think, a
while ago. What would be the process? Who would be the "keeper"? It sounds
plausible to me.
