    This is just a suggestion, but could you not take the wiper arms off of
the spindles and replace them in the correct position?

   I did this on my 79 midget when the worm gear broke.  instead of taking
out the dash, I just simply took off all of the wiper arms down to the
spindles, then I just pushed the gear in the tube and let the spindles turn
freely until it was all the way in.  I was able to replace the gear in all
of 30 minutes WITHOUT taking out the dash.

   Don't know if this will work with the earlier cars, but it sure did on
the 79!
