You hit the nail right on the head, Jackson.

That's  exactly what my mechanic did
this morning. None of the three dealers
contacted did anything other than a 
cursory check of the idlers. The tensioner
was only replaced if it showed leakage.
Amazing...I would not have believed this
had I not been there to hear it myself,
considering 70K on the motor.

NONE of the non-dealer "specialists" contacted (3) would touch a timing
belt
change WITHOUT changing the idlers
and tensioners, whether they needed it
or not, inclusive of my own mechanic who
has done Volvo's and other "interference"
motors as well....for the exact reasons as
to what might (and did) occur to our 
unfortunate fellow lister, Phil Vanner. 

Matter of fact, like my mechanic, the
others would turn the job down were
the customer not willing to go the extra
mile in this respect whether replacement 
of "everything" were called for by the mfg.
or not.

To a man, they did not feel the "extra
mile" was required (though they did
recommend doing so) in the case of
"non-interference" applications, in which
case it would be noted on the work order
that any guarantee was limited to the belt only, and the customer had
been advised
of the "extra mile" recommendation and
had refused such work.
 
My mechanic recommends that Mr. Vanner approach the powers that be at
Volvo Cars of North America with a
reasonable attitude.

Incidentally, an interesting note:
my mechanic did advise me
that the dealer has "reasonable room" to
help the customer out should he wish to
do so, though the cusotmer might have to share the bill.

The point is: 
the dealer does have some options in handling the matter without taking
a financial beating himself, were
he to choose to be a "good guy" in the
matter.
