No idea on the first question,

The contact inside the flasher unit that lights the dash bulb is not the
same contact that causes the outside lamps to flash. The turn signals may
work fine while the dash indicator may work intermittantly or not at all
depending on the condition of the 'extra' contact inside the flasher unit.
