Yes. It stands for Constant Energy Ignition which is one of several forms of
electronic ignition. The name refers to the concept that by eliminating the
mechanical repercussions of diddling with the dwell you can reduce the
effect of high-rpm operation on the actual voltage getting to the
sparkplugs. dwell (the degrees of rotation that the points "dwell" together)
remains the same on a point setup no matter what rpm you are running (until
you start seeing 'point bounce'). As the rpm rises, the amount of actual
time must go down. At some point the ability to saturate the coil is no
longer there and the voltage coming out of the coil starts to fall away. By
judicious use of electronics, the effective dwell time can be manipulated
without the fear of burning your points.
The Pertronix Ignitor II goes another step further in this direction, but it
does not yet appear to be available for the Lucas 25D.
