hello,
When I rebuilt my 1275 I put a Weber & a header on it. It would race when it
fired up, likely around 4500 as I was not interested in looking @ the tach
before it blew up. The problem was that The intake was not sealing on the side
of the block. It was held out just a bit by the header. Maybe check to see
that the intake is seated well against the block. I would take it off & check
it again.

  I had a similar problem and found that the throttle cable, at the carb
  end has a little collette on the end of it that fits into a fitting.  It
  is about 1/4 inch long and is located at the end to cover the shield and
  allow the center "wire" to pass in and out.  This little collette had
  slipped down and was lodged in its holder, opening the throttle about
  1/4 inch, enough when out of gear to pull about 4000 rpm.  I hope it is
  that simple.
