Trouble with Dribbles (Sorry couldn't resist) - Fuel Problem

Listers - Need to see if you have any ideas what or how to check this 
problem. Fuel is just dribbling into carb (newly rebuilt engine, not 
broken-in yet).

Have Purolator electric fuel pump (square type,1-5) mounted near fuel 
tank; fuel filter installed between tank and pump. Tracked problem from 
front to back, pump works fine when fuel line placed into a gallon gas 
can & pump switched on. Nothing (or dribble) pumped through when fuel 
filter placed in-line between pump and gas can. Thought I had a bad 
filter (new steel type) so I replaced with a new standard plastic type 
last night. Still will not pump through.

Also, hooked pump directly to fuel tank, but no gas coming through. Pump 
is clicking away like crazy, sounds like it is just pumping air. Could 
fuel pump be stong enough to pump when less than 12 inches from fuel in 
gas can, but too weak when extra length of fuel line & filter put in 
place?  Need new pump?

Any suggestions as to what to check next would be appreciated.

Yes, I added another gallon of gas to tank before tracking problem.
