Can it be more then a headgasket?

OK , I got my 1275 motor back together replaced the combo oil/water guage
( thanks Larry) , span the motor with plugs out to get oil pressure and
bleed the line to the guage. Replaced all the HT wires , reattached the fuel
pump and she fired off right on the money . I was pleased but then.... shut
down the motor tightened up various leaking connections and fired it up
again, this time the motor was rough UHOH methinks . I have not fixed my
problem I am still getting water into the combustion chamber as witnessed by
the HUGH amount of vapor coming out the tail pipe . Shut it down and pulled
the plugs to see who was running rough , when I pulled #2 copious amounts of
steam issued forth .  I was very upset to say the least.

Anyway my question to the collective is , why ?
I know one of the answers is going to be did you check the head for flatness
, I hang my head in shame and shake my head .  So if this is the culprit,
whats the going rate to have the head 'trued' up , do I have to strip the
head ( remove valves) to allow this to be performed. Also if this is the
problem , does it make sense to replace (all) the studs and bolts that
perhaps caused the intial problem!

If not a head warpage issue what else could it be . If it is a cracked block
I will be getting rid of this car (charitable donation)  or part it out ,
dont want to but I have not the time nor the energy to replace an engine
