The fact that you have fluid in the drum points to the cylinder as the 
culprit.

Pulling the cylinder is not a big deal.   In my experience it's not the seal 
that fails but it's a case where dirt get's between the seal and the cylinder 
bore.   Once this starts (and allows air to get in) the bore begins to 
corrode.  You can only home those bores so many times....
