Yes, it does.  I usually wait some amount of time before booting folks
off due to over quota errors, and try to allow for circumstances as people
being gone for long weekends, excesssive virus activity and such.  Free
accounts like Hotmail and Yahoo with marginal storage capability tend to
have shorter grace periods.

Trying to get folks to edit their replies rather than just blindy include
the entire original message is one tactic that cuts down on the number of
bits that get dumped into one's mailbox, as does the filtering of various
attachments and converting excessively verbose HTML messages to plain
text.  But still there are selfish people who give no consideration to
those on the recieving end of their messages and include much more than is
necessary in their replies, so subscribers' mailboxes do fill up sooner than
they need to, and off they go.  Eventually folks who wish to continue their
subscription figure it out and resubscribe.

Gee, maybe someone would like to volunteer to assist with the email bounce
processing and send messages to those who can no longer get messages to inform
them that their email is broken and they won't get any more email.
