Hi Chuck,
The horn has a soft iron core inside a copper wire coil. The iron vibrates
when electricity passes through the wire - don't know why.  The iron core
tends to grow rust on the surface when not used and then it sticks. Kick
starting can break it free then it is OK for a while. You need to use it
more often.

And the steering wheel - loosen the centre nut by a turn or two but don't
remove it or you will need to allow for new set of teeth at the next
stage......
Sit in the car and pull the wheel towards you to pre-load it.  Whack the
centre nut with a soft-faced hammer.  It should shock the splines free. You
do this all at the same time so you really need 3 hands, but sitting in the
car you can use your knees on the wheel rim as well.
