Hi Glen,

Not that I am an expert with this, but I recently did a little 
checking on this myself. My understanding is that it is not a problem 
with older cars (more 5 years old). It's the new ones that DMV 
watches for as they don't want new cars being brought in from out of 
the country. I can't imagine that SMOG is an issue either for any 
pre-'73 vehicles. I'd check the DMV.CA.GOV web site for add'l info.
