Why do they rust there?.......
Water from the fenders gets in there and can't get out.
It's an easy fix with basic 20 gauge sheetmetal and a welder after you 
cut out the bad stuff. The kick panels hide it all.
Seal it with some tar or good undercoating while it's open.
