Measure the height of the valve stem and compare it to the others - you can
do it without pulling the head.  Seat recession or a burned up valve are the
only things I can think of that would cause the problem you are describing.

PS - you didn't use some of Frank's cast-off Chinese parts to do the rebuild
didja?  :-)
