Looking at the diagram in the shop manual, it appears to me that the radiator 
pressure should be lower than the block pressure.  The pump is pulling 
coolant from the bottom of the radiator and pumping it to the block.  There is 
a 
pressure drop in the block and through the thermostat, or the restrictor 
washer, 
and the flow diversion of the thermostat housing.  Of course, you have a 
modified cooling system.  I use a 16 psi cap, as I have seen almost everyone 
else 
use.
