Should not be lying flat.  Mine is mounted on the frame member up  behind the 
right rear wheel arch.
 
If there is gas in there, then you seem to have a problem.  Perhaps  you over 
filled the fuel tank.  This is meant to capture vapors, not  liquids.
 
I think I have one of these hoses on my parts car.  Let me know if you  
want/need it.
