If the steering wheel is painted all nice a pretty, the spring clip 
can't make a ground on the edge of the steering wheel hub.
And/or same with the steering column. Newly painted columns need a clean 
ground. They are NOT properly grounded via the steering rack if the tape 
is on them around the clamps. Even where the column bolts to the body 
there is a rubber gasket in there.
