Captive Nuts

On the passenger side of the 1966 AHSprite, inner fender, are all of the 
holes backed by a captive nut (welded on the tire side of the inner 
fender)? I count 6 holes, 3 of them are for 3/16' bolts (I think) and 3 are 
for 1/4" bolts. The holes I am most interested in are the three that are 
closest to the firewall. One of mine is missing the captive nut (if one 
blongs there) and another has the bolt broken off in the nut.
