I strip the paint, it's just a cheap color to stop rust during 
transport. You can see this on people who replaced hoods or fenders on 
modern cars, the hood is black and rusts up in a month.
Strip the paint, etch prime, epoxy or zinc prime the inside.
I have tarred (roofing cement) the insides and on the Healey I painted 
all the insides with body color.
Sprite rockers and rust prone spots get zinc and tar but be carefull 
welding as the tar will catch fire. Block all holes before welding to 
kill off the oxygen.
