You can remove the guts but you take a chance of boogering the threads
on the cable fitting.
If you remove the needle and face plate (2 screws) the guts come out
real easy.
If the needle is too hard to pop off by hand, make a mark on the
flywheel and chassis inside the speedo, make sure you can see it when
the guts go back in, twist the needle by hand and then pop it off.
remove the face screws and out fall the guts.
The black goop under the bezel was a tar based caulk. Roof cement on a
caulk tube is a perfect replacement. Silicone caulk will glue the bezel
to the gauge forever, do not use silicone.
The odo trip lever has (had) a tiny spring on the lever, hopefully it's
still attached to the other end and just fell off one side. If you find
a tiny spring about 3/8" long and with a spider's web thickness wire,
that's it.
