A dry check is on the engine, warm or cold, just using the starter.   
A wet check means that you squirt some motor oil into each cylinder  
before you test it.  The motor oil helps seal the rings, which means  
that if you still have low compression on a given cylinder, the cause  
is most likely to be a burned valve or a valve that doesn't close.
