The problem is that the wedges are so short that they can't contact the shoe
edges and the screw at the same time, even when the screw is completely
screwed in. It not a lining question - I can not move the shoes apart at all,
even with the screw aqll the way in.

I would have to put a weld on the bottom of the shoes that would make the
edge stick much farther into the box, so that the weld would push the wedges
together into the middle of the box where they could contact the screw tip. I
would need to add more that 1/8", probably more - that doesn't seem right.
WST may come over and look at it. I may just measure and get longer wedges
made by a local machine shop.
