It is easier and a better job to install the whole rocker.
It is a structural panel.
As Bud said, it is welded under the A post and rear dog leg.
You can cut the post and get the patch piece, same with the dog leg or I 
have made my own dog legs, do watch cutting it into the wheel flare.
A couple inches up, you may be able to slice it, bend it out of the way 
and fold it back with some finesse.
