The first thing I would wonder is "is it the rack". With both rod ends
popped do both wheels rotate on the own freely?

I started out with a silky smooth steering rack.
I dis-assembled it completely and cleaned it out, replaced the tie rod 
ends, oiled it up, and installed new boots.
I did not change, alter, or move any shims.
The whole thing was oiled up with 90 wt during assembly.
When I put it in the car, it was still silky smooth.
Today while greasing the front end (again, all new)
I noticed the rack is notchy at both ends of travel.
I even popped off the steering column and while moving the wheels back 
and forth, there is a terrible notchy and stiff feeling in the movement 
of the wheels.
I have removed both caps, loosened the pinion cap and even pulled the 
pinion seal and plastic cap up a little, it made no difference.
So how does a rack bite the dust when all I did was put the car on the 
ground and roll it to one side of the garage?
That's about 6'
What wears that you can not see? teeth all looked fine, and again, it 
was perfect before I took it apart.
