The top of the outer steering column (??with an angled tightening slot??) is
splayed out and loose from jerking the wheel up and down, probably from running
into things without a seatbelt. (The bottom of the car has clearly run into a
lot of very large things.) If I could get it apart, I could pound the splayed
part back. Is the mechanism for doing that under the sealed plastic surround?
