Start with the cheapest and simplest, and work up. 
Do it outside and be careful.  
Try to remove that exotic fuel pickup thinge. I wouldn't coat the inside
with anything unless it requires it, down the road. The fuels today with
alcohol in can remove everything you coat in there. One motorcycle fuel
expert, in fact, recommends Shell (super octane) for cleaning out tanks.

This is on a 76 Midget tank that has the vent fitting and newer style fuel
level sensor.

OK so the tank has sat for 20 years with about 2 gallons of the foulest
varnish known to man.  This apparently was previously gasoline.
