Can someone 'splain what the RVC or RVI is?

I'm actually converting my spare (and known working) RVI 2401/00A this
weekend to Neg ground and replacing the capacitor.

Would a bad capacitor make it read higher than it should?

One type is Ok with electronic ign and one isn't.
