[Spridgets] Spring base plate

I have been hunting through restoration pictures and can't find a definitive 
answer.  

Are the BE spring mount base plates supposed to be welded to the pan (as mine 
are), or should they be bolted on.  How should I handle them when putting in a 
new floor pan?
