Your are in luck, I just painted my steering wheel/plinth and the nut is still 
loose.

BTW, excuse the dust.  I was sanding nearby today.

Frank is correct. You could make this out of brass or copper.  Compass out the 
inner and outer diameters on a sheet.
Draw in the tabs.  Cut with tin snips.  Use a sharp chisle to cut out the inner 
ring and tabs
