It's even a bit deeper than what you point out below, Kirk.

Many of the contract manufacturers are American companies that have set up shop 
in China (or Mexico).
In this case who is to blame for the lack of quality? 

BTW, The washer bottle made it.  Cleaned it up and put it in last night.
