I didn't realize it was actually permissible to post LBC related items to
this list. :-)

The short answers to your questions are yes and yes. 

The first time I used Teflon tape was in 1969. Jim Fitzgerald was using it
on his team Datsun car and talked me into trying it. I have been using
Teflon tape ever since. It makes it easier to align fittings and it helps
prevent leaks.

Can Teflon tape be used on threaded fuel and/or oil connections?
If so, is it safe to do so?
