So the Police Officer "on the scene" of an event that requires his
cruiser to be used to block a street [with Emergency Lights displayed]
or the Fire Chief "on the scene" of an event that requires his
vehicle to be used to block a street [with Emergency Lights displayed]
or an Ambulance "on the scene" of an event that requires that said
Ambulance to just be 'parked' [with Emergency Lights displayed]
whilst retrieving patient[s]............

.....................is SCREWED ?!?!?
