I'm in the UK and I buy Snap-On, nearly always new but occasionally s/h  
(roll cab, timing light, odd bits).
 
I can buy stuff that looks similar but doesn't perform as well.  I'm  not a 
professional mechanic or engineer and aside from cost I've never  
understood why so many folk that are professionals buy rubbish.
 
I've had cheap tools where the chrome flaked off to produce a razer edge  
that cut me badly with the tool being junked.  I had a Snap-on spanner  where 
the chrome just began to chimble away that the dealer heard of in passing  
and insisted on replacing.
