Usually you would mark the position of where the old tie rod ends were.

I've got about 6 threads exposed with the tie rod ends (and locking nuts)
installed.   That should get you into the ball park. 

Other than that you might want to take it somewhere to get a front end
alignment

      I am placing a new steering rack on a 1959 bugeye and am  
converting the front brakes to disc.I noticed the the ends of the  
steering rack have long threaded pieces to screw the tie rods on.Is  
there a trick to adjusting the tie rods?
