Michael,
First, clean up all the connections to the starter. Including the
solenoid and the connection at the starter. Also check the ground from the
battery to the body of the car at the firewall. There is a cable/strap
that connects the ground from the body of the car to the
engine/transmission under the car - make sure there is a good clean
connection there as well. I run an extra ground directly from the battery
to the engine on all my cars.
Second, the starter may be getting weak and requires more voltage than a
battery will provide (battery provides slightly over 12v.). When the other
car is running you would be getting closer to 14 v.
Third, if the engine is not timed properly (too advanced) the engine will
crank slowly.
