Tom,

First, it's the other way around. The new California law will allow cars
older than 1974 model year to AVOID any bi-annual inspection, as well as
cars less than 4 years old. For those still in the inspection period,
there is a maximum limit to required repair costs, unless mandated smog
equipment is missing, then it must be restored without regard to cost.
There is still some battles going on about "Test Only" smog stations
that "Gross Polluters" must go to, but that will probably diminish as it
is impractical to implement ins such a large, dense car area such as
Southern California.

As far as effectivity is concerned, it officially starts 1 Jan., but
just after paying to test a '71 vehicle for the last time, I was told by
the Auto Club (where you can pay and receive your registration) that
they are including "effective immediately" notices in the registration
bills. So I didn't have to do it, after all. Passed just fine, anyway,
but $35 lighter in the pocket.
