I seem to remember a CAT tech tip that said that the
rivets can be removed, the horn split apart, and the mud
and crud cleaned out. When reassembled the horn worked.
The other option is to but new horns from an auto parts store.
Just make sure they are ungrounded horns. Chrysler dealers
also carry these but they are move expensive. Over the counter
item though. Just specify ungrounded horns used on the
Ramcharger. And then High or Low. You must reuse the
mounting pieces from the original horn to make them fit nice.
