All generator equiped cars discharge at idle.  The more
load you put on (Lights, horn, etc) the more it will discharge.
Once your RPM picks up (above 1200 rpm or so) the 
generator begins putting out and you should show a positive
charge.  The amount of charge depends on the state of the
battery.  Sound like you're just fine.  But to check, use a
volt meter and check the output of the generator at idle
(should be less than 12 volts maybe 9 or so) and then at
1200 rpm (should be at least 13.5 volts or more). Its the job
of the regulator to control the charging rate and should stop
charging the battery once its fully charged.  I would then
charge the battery using a charger until I know its full.
Then start the car and go for a drive.  You should show
discharge at idle and then charge as you drive. After about
1/2 hour the charge should be slightly positive.  Flip the
headlights on.  The ammeter should show a momentary
discharge and then switch back to positive as the regulator
does its job.  Remember most batteries discharge over time 
from non use.  Don't be surprised if you only use the Tiger 
rarely you will show charging most of the time.  Be sure and
keep distilled water in the battery and put baking soda in the
plastic tray under it.

Now you know why Detroit switched to alternators as
they charge at idle.
