Larry, The carpet goes over the switch. The hole in the carpet may look 3" too high because you haven't yet fitted it around the switch. When you fit the grommet, operate the switch a few times to make sure it doesn't hang up on the grommet. I had a problem with mine and added a washer behind the carpet grommet to solve the problem.
