Allan,
It could be that there is a little deflection in the rim causing it to
contact the steering arm. Is there ant evidence of contact? The other thing
is that the rear tire could be rubbing on a wheel lip with spirited
handling. If you need to you can shim the arms slightly I would think to
move them inboard and away from the rim.
