If the "instrument voltage stabilizer" isn't grounded, then the little
heating coil for the bimetallic contact strip doesn't work, and the
regulator just puts out whatever the input voltage is (12 to 14 volts). The
external symptom of this, is temperature and fuel gauges that read
significantly higher on the scale than they're supposed to. The PO's
mechanic had mounted the regulator to the backside of the (wood) dash panel,
producing exactly this mode of operation.
