Wally,
The rectangular 'lug' locates the cowling surrounding the turn signal
switch and horn contact plate. Over the 170+ steering columns I have rebuilt,
I have seen at least ten column tubes with that lug missing or loosely
attached. The chap that spot-welded them at the factory had some bad days. I
can
send you an article I wrote on steering column rebuilding, if you wish.
