Will check the gear. The speedo has been rebuilt and calibrated.
SS list the Mk1 as having a 16 teeth gear the Mk11 as 17 teeth. I have a spare
17 teeth gear which I will try, my rolling tire is a bit smaller than stock I
think at 22.5"
The manual lists the Mk1 & Mk11 final drive, diff ratio, and wheel size as the
same. What then is different betwwen the 2 to change the speedo gear ratio?

Get another gear from your Ford dealer. OEM was 15 teeth but
they have been unavailable for years. Next up is 16 teeth. Each
step up reduces the speed reading about 3 mph.
