Hi Nathan,
 
All stock 289 engines had a crank that required a 28"oz balancer, unless  
the crank has been changed.  
 
Attached are two drawings that may help you. 
    *   Machinating a stock 289 or early 302 28"oz  balancer. If your new 
28"oz has 4 holes for the pulley, you will have to  re-drill the pulley holes 
on the same diameter. 
    *   Re working a stock 289/302 waterpump to fit the Tiger  front end 
drive.
