I haven't played with brakes in quite awhile, but I recall that the
fasteners which hold the adjuster and the cylinder to the backing
plate are all accessible from behind the backing plate. Would the
following work? 

1. Remove the screws securing the adjuster to the backing plate. 
2. Remove the hydraulic line from the cylinder. 
3. Remove the locking plates from the cylinder. 
4. Remove the whole affair from the backing plate?

Is the rear wheel actually "locked up" because of the frozen brake?

If the wheel turns at all, try the following:

1. Soak the brake adjuster with lots of WD40 for a few days.  Then
try to "adjust" the brake adjustment in the direction that would loosen
or lessen the brake adjustment.  Then try some good old pounding of
the drum with a hammer, etc to try loosening ythings up.
