Jay:

Depending on the extent of the rust, you might be able to use a spray product 
which 
neutralizes the rust chemically and turns it into a paint primer. You can then 
paint 
right over this. The product I have
used was called One Step, bought at Big "A" Auto Parts. I'm sure most any 
automotive
parts supply store would cary such a product, usually in the spray paint 
section.
