SB42 is no longer the same bill

The "do pass" vote from the Calif. Assembly is after an Assembly 
amendment that "guts" the bill.  Initially cars manufactured before 1974 
become smog exempt--but the rolling time period doesn't go into effect 
until 1/1/2003 and IT WILL BE 30 YRS. instead of the 25.  

Don't thank those Assembly committee members just yet on this thing for 
sending this amended bill to a vote on the floor.
